Preservation Architect Jerri Holan discusses why surveys of potential resources or buildings are the primary planning tool for identifying, recording, and evaluating historic properties. After describing the scope of these surveys, she points out that funding for historical surveys is often lacking in small towns. She provides an example of a small town that used community volunteers to complete a windshield survey, followed by a formal historical evaluation by a consultant. The surveying took a while but was a cost-effective solution for identifying resources within this small community.
